Rockchip (in Chinese 瑞芯微电子, transliterated Ruì xīn wéi diànzǐ, which Google translate recognizes as 'Rockchip Microelectronics'), in full Fuzhou Rockchip Electronics Co., Ltd. (in Chinese 瑞芯微电子股份有限公司, transliterated Ruì xīn wéi diànzǐ gǔfèn yǒuxiàn gōngsī, which translates as 'Rockchip Microelectronics Co., Ltd.') is a Chinese fabless semiconductor company based in Fuzhou, Fujian province. Due to their evolution from the MP3/MP4 player chips most Rockchip SoCs feature media decoding logic, but lack integrated cellular radio basebands. Their products started to get interesting with the advent of the 40 nm multi-core RK3000 series and really kicked off once they got produced on 28 nm.

So far I have found one board that uses the RK3588, the Radxa Rock 5. It is not easy to get one -just as you can hardly buy a new Raspberry Pi 4.
There are three models (4, 8 and 16 GB) and you van pre-order them for $5 to get a $50 discount later at e.g. Ameridroid or Allnet. More information (such as the price) at Radxa themselves.

One warning for the too early adapters: You may want to search for an OS too, to be able to use the board....the page with downloadable Android or Linux images features Debian Bullseye(11) and Ubuntu Server 20.04 now (June 7th, 2022)

Jean-Luc Aufranc of CNX Software has just finished his ROCK 5B developer edition preview!
TLDR: The design has changed a little bit with the HDMI IN connector moved to the front panel, MIPI DSI and CSI connected moved to the side edge of the PCB, and heatsink mounting holes dimensions changed to “north bridge” dimensions. Besides the micro HDMI input ports, the front panel comes with the power and recovery keys, and a color-coded 40-pin GPIO header. As one would expect, [the] Rockchip RK3588 should get pretty hot under load, so a 5V fan + heatsink has been fitted on top of the CPU.

More RK3588 boards now:

The Firefly ITX-3588J, with obvious mini-iTX board format, 2/4/8/16/ -and optionally up to- 32GB of RAM and up to 128GB of eMMC.

Banana Pi with Rockchip RK3588 development Kit, with 2/4/8GB RAM and up to 128GB eMMC flash.

Turing Pi seems to plan a RK3588 module too for their Turing Pi 2 board, up to 32GB per module.

Compared to the earlier posting of a prototype board the actual production board looks slightly different, the CPU/SOC has been moved to the side, as has the RAM. Some guy (Justin Pinkowsky) from a facebook group posted this as cooling solution:

There's a new Radxa Rock 5, the Model A. As is often with Radxa, the A model is without WiFi. It also exchanges the regular RK3855 with a RK3588S, without IHS (Integrated Heat Shield), a bit less I/O and all this compressed on a board the size of a Raspberry Pi -creditcard format.
Reason enough for me to stick with what I think is the new SBC form factor for the next decade: the Pico ITX board of the Rock 5 Model B, and the -so far unlaunched- Rock 3 Model B too. Okdo also doesn't mention extra customs charges anymore for overseas customers.
