I don't know if TSBT has ever competed in this series but we do have a couple of new members who are heavy hitters on PrimeGrid

So my question is whether all PG challenges rule out forward bunkering by limiting scoring to WU both downloaded and crunched within the time period of the challenge?

The WU MUST be downloaded after the start of the challenge.

Never ran it before, do we have to sign up the same as WCG challenges or are we automatically added if we are crunching the correct project on the required day ?

No sign up is required. d/l units after the start time, finish before the end.

That was the PG Challenge that conflicted with the Pentathlon. They moved this challenge to later in the year (Nov 18-28) and since the Challenge names are time dependant, it was renamed to boot as the Magellan 500th Anniversary Challenge.
